Ivory Coast: UN plans more peacekeepers

UN peacekeepers in Ivory Coast are sending a request to the Security Council for 1,000 to 2,000 more troops amid the continuing political crisis.
UN peacekeeping chief in Ivory Coast Alain Le Roy said he hoped the troops would be available in a few weeks.
UN peacekeepers have been protecting a hotel in Abidjan that is sheltering Alassane Ouattara, the man recognised internationally as the new president.
Incumbent President Laurent Gbagbo has refused to cede power.
Mr Le Roy said the request for more troops would be made in the next few days.
He said they were needed because of the current force's additional duty of protecting the hotel.
Mr Le Roy also said the UN was facing more hostility because of what he called false reports on the Gbagbo-controlled media.
An estimated 10,000 UN troops are already in the country.
'No civil war'
A blockade remains around the hotel despite African mediators reporting on Tuesday that Mr Gbagbo had agreed to lift it.
On Wednesday his spokesman, Foreign Minister Alcide Djedje, said the blockade could only end if former rebels protecting Mr Ouattara left the building.
He said Mr Gbagbo had only agreed to study the conditions for lifting the blockade.
Mr Djedje said: "The Ivorian army feels it cannot tolerate that 300 heavily armed soldiers from the former rebellion should be in the hotel. That is a threat including for President Gbagbo whose residence is five minutes away by boat.
"If the [New Forces] soldiers go, the blockade will be lifted."

The north of the country is controlled by the New Forces, the former rebel movement that supports Mr Ouattara.
The 28 November election was intended to reunify the country - the world's leading cocoa producer - which has been divided since the 2002 conflict.

Reporters reached Mr Ouattara's hotel on Wednesday and he told them Mr Gbagbo had never been sincere in his offers.
"He has never been up to his commitments, he wants to gain time in order to bring in arms, ammunitions and mercenaries, because he wants to continue to stay in office but this will not work."
But Mr Ouattara insisted this did not mean there would be a civil war.
"No, it will not end in a war because clearly Ecowas will make the decisions quickly to remove him."
The West African regional body Ecowas has threatened to force Mr Gbagbo out, but is trying mediation efforts first.
Mr Ouattara said: "I want this to be clear: removing one person does not mean civil war."
He added: "My government and myself will stay here until he leaves the presidential offices, so we can go and work fully - as the Ivorian people have decided to put us in office."
Both men have been sworn in as president.
On Monday, Ecowas sent the presidents of Benin, Cape Verde and Sierra Leone to negotiate Mr Gbagbo's departure - their second attempt to do so in a week.
Kenyan Prime Minister Raila Odinga, representing the African Union (AU), also attended.
The leaders told Mr Gbagbo to recognise Mr Ouattara as the elected leader of the country.
Mr Ouattara was initially proclaimed the winner by the country's election commission - a verdict backed by the UN, which helped organise the poll.
But the country's Constitutional Council, headed by an ally of Mr Gbagbo, later ruled that he had won, citing voting irregularities in the north.

Corruption is rife in Ivory Coast since a 2002/3 war split the world's top cocoa grower, leaving half of it in the hands of rebel fighters and its roads swarming with bribe-seeking police and soldiers. Internal corruption is rampant due to the greed and power hungry policemen and government officials resulting to the unfairness in their law system.

    2. Singapore has consistently been rated as the least-corrupt country in Asia and amongst the top ten cleanest in the world. Political problems such as corruption and political unrest are prevented by the rule of laws, control of corruption and government effectiveness in Singapore. For example, there are anti corruption laws, laws restricting the freedom of speech that may breed ill will or cause disharmony within Singapore's multiracial, multi-religious society, laws that lead to heavy fines or caning for serious offences and there are laws which allow capital punishment in Singapore for first-degree murder and drug trafficking.

  11. 1. I think corruption is rife In ivory coast because the life over there is very hard and the living condition is very harsh. Furthermore, the people over there do not earn enough money to provide their family with food, thus they will think of ways to get more money. Some get money by working harder, but some get the extra money by doing illegal things. So, corruption is rife over there.
    2. Unlike there, Singapore has very strict laws about badmouthing the government. Once they are caught, they will be severally punished. Furthermore, the government have a effective way of dealing with a problem. And the Singapore government is stable and had improved Singapore from a fishing village to a city that is buzzing with excitement. Thus, most Singaporean will back the government instead of going against it.
    3. I do not think he will refuse as the position of the prime minister is a very big and heavy position. However, the responsibilities of a prime minister is also very big and heavy. So, he will be pressurized to do a good job. If not, the citizens will complain and all he'll will break loose. However, he should be given a chance to prove himself to the citizens. So, he will take the position up. Furthermore the pay is very very good.

    The UN are now trying to get more troops in so that they can provide support in time, at the same time they are trying to resolve the crisis in a peaceful manner, trying not to use any violence and preventing a war from breaking out.
    Singapore has prevent problems like these by enforcing strict laws thus no one would try to challenge the government and in the end receiving punishment.
    Also, the Government in Singapore has successfully gain the support of the people in Singapore thus very few people will object strongly to their election.

The people are not allowed to criticise other races and religions or they face punishment like heavy fines and caning. Therefore, Singaporeans are not prone to commit such crimes.

    3. The incumbent will most probably cooperate as Singapore is a democratic country, and this is much emphasised by the government. This system is fair and the choice depends on the people, so the incumbent should step down when the citizens no longer support him or her.

  19. 1) Corruption is rife in Ivory Coast because the life there is very tough and its hard to earn money there. So some people may do illegal things just to get money. Therfore, corruption is rife in Ivory Coast.

    2) Singapore has very strict laws, so that people there wound not offend the government, or else they would be severely punished. Doing illegal stuff in Singapore is no laughing matter and if caught, they will be severly punished.

  20. 1.There is currently a power struggle happening in the Ivory Coast and because of this struggle, the government is distracted from their duty to govern the country. While the government and its presidents are occupied with the dispute over the ‘throne’ of being president, the people of Ivory Coast takes advantage of this lax in governance to become corrupt.
    2.Singapore has drawn up measures against these political problems. I must admit that the Singapore government is relatively far-sighted and they prepare for many things. Singapore keeps the government stable and the people are kept under the watchful eyes of the uncorrupted law-keepers like the police. Major political problems will not usually happen in a stable government.
    3.He would cooperate because Singapore is a democratic country and these Prime Ministers are voted by the public and so the incumbent should accept the decisions of Singaporeans and not be power hungry. Anyway, not being too power hungry is one of the aspects I think Singaporeans search for in a Prime Minister.
    4.UN’s role is to keep the peace in Ivory Coast.
    5.The UN will try to mediate with Mr Gbagbo first and protect Mr Ouattara. When mediation proves to be useless, the UN will help in forcing Mr Gbagbo out.

I think that corruption is rife in the Ivory Coast as there is the presidents are currently arguing who should be the president and some of the government members are therefore distracted from their tasks of governing properly and some greedy officials will therefore have the chance to take advantage of this to get more money for themselves.
    2. Singapore has a stable government and we can vote for the government ourselves so such major political problems would not occur as the president would have to step down if the people chose it and would not cause such troubles.

I feel that corruption is rife in the Ivory Coast because of the unstable government.Since 2003,the unity government has proven unstable and the central problems remain with neither side achieving its goals. Hence, the fact that the government was unstable probably led to many financial related problems and hence resulting in corruption.
    2.Singapore has prevented such problems by having strict laws and the government in Singapore is uncorrupted and stable. Problems such as corruption will not happen in countries where the government is stable.
    3.He would most likely cooperate and pass on the power to the next prime minister. This is because he knows that the new minister is elected by the people because they believe that he has the ability to lead the country well and with the fact that Singapore is a democratic country, the incumbent would respect the people's decision and hence cooperate.
    4. The UN's role is to try to make peace in the Ivory Coast.

  23. 1.I think the corruption is due to the unstable government. It easiest way to gain power is by giving people money and they will give to vote. After gaining the power, the governors will that take part in corruption and earn the money back.

  40. 1.I think corruption is rife in the Ivory Coast because of the 2002 conflict. The conflict resulted in a divided country with no clear government. With no clear government and weak law enforcement, crime will run rampant throughout the entire country. The economy will also not be that stable. Resulting in many to do lawless and shameful things to get themselves influence or money. Such things include bribing, embezzlement and cheating.

    2. Singapore's government have very strict laws about saying pretty much anything about the government. Plus, the law enforcement here is high and efficient. Coupled along with policies that regulate the amount of money that everyone has (such as the recent HDB policies, tax rates according to one's income and the FAS) and financial support (Baby Bonus, EDUsave, CPF), the government keeps everyone happy with cash, mutual trust and respect. Nobody can complain against such a fine way of governing the country. Plus, even if somebody did, the government would have settled the issue quickly with their strict laws and enforcement. Thus, it's not easy to start a political crisis in Singapore.

    3.The incumbent would cooperate as the new prime minister has been elected fairly and squarely by the people. In fact, with Singapore being a democratic society, such a scene ought not to happen. Plus, the previous prime minister should be under strict laws that would (sooner or later) force him to give up his position eventually if such a scenario should happen.

    If a new prime minister is elected in Singapore, I guess that the incumbent would most likely cooperate as the ministers in Singapore are all finely refined great people in our eyes and they would not create chaos such as a political dispute, rebllions or riots. Singapore is a country of high order, focusing mainly on peace and harmony, such things rarely ever takes place in this tiny city. As we all know it is peace and harmony within ourselves that pulled Singapore through countless obstacles and is our main foundation of survibal till today. So ,the incumbent would not act so rashly and unreasonably, tarnishing Singapore's positive image in the world, in order to maintain the reputation it has gained worldwide one had previously worked hard to keep it.

    In my personal opinions, I do not think that the blockade will last for long in the long run. Firstly because both parties might have come to a peace negotiation faster than we all expected and therefore, the need for a blockade between both sides is no longer essential, breaking up. Second, both sides might have decided to wage a war, hence, the blockade seperating both ends will get hit hard as it is in the centre of the war, probably demolished by the third wave or so, unable to keep out both parties. The second reason seems to have a higher chance of happening as with the current state with neither side showing any signs of backing down and a rise in tension, a peace negotiation is quite impossible to reach.

    7.Do you think the internationally recognised President Alassane Ouattara will ever gain control of the country? Why?
    Yes, I think the internationally recognised President Alassane Ouattara will gain control of the country at the very end of this ordeal, provided nothing unexpected unfolds in the time to come. I feel that way because he is the internationally recognised President, thus, gaining support from the rest of the worls as the newly elected President. Whereas, Incumbent President Laurent Gbagbo has only the support of those few who wish to follow him, and in addition, he is in the wrong as he refused to cede power and relinquish his position. Therefore, I think that President Alassane Ouattara will assume his rightful satus from the start in no time. The good always truimph over evil.:)

    2. During economy downturn, Singapore will come up with plans to help out with her citizens by subsidising their tax, giving off bonus to ease the tension. Singapore will bring in new job opportunities during such crisis so that her citizens could at least make the ends meet and do no need to resort to illegal actions. Singaporeans are also taught various methods to attempt to request for financial assistance.

    3. I believe if a new prime minister is elected, he would cooperate. Singapore managed to prosper under a set of rules and regulations, thus I believe he would not make unnecessary changes to the parliament. He can bring in new ideas and concepts because we should always be open to new ideas but we must stay relevant.

    5. They will increase its military power by requesting the Security Council to send in more troops. With their increased military power, they can protect the President more effectively. Hopefully the political crisis will eventually end as time passes.

He may also have used the country's Constitutional Council to fabricate and change the election results in an attempt to trick the public and the world into believing he won the election instead.

    2. Singapore has been enforcing the Constituition and its laws very stictly. The government may change but the Constitution is something even the government must obey. It must be understood that the government is not above the law. By ingraining such beliefs into the public, such problems have not arisen.

    3. I am not too sure about this. There is no definite answer; it depends on the incumbent's mindset. If the incumbent leader refuses to admit that he has lost and to cede power, there is a possibility that he may resort to drastic and forceful measures as such to stay in power.

    In my opinion, it may be because of the poor election of the government. Not being able to handle the country economically well, the country live in poverty and only has eyes for money, which increases the rate of crimes.

    With a stable government, crime rate would be low as there are strict rules in Singapore and harsh punishments to make sure that the people in Singapore would not commit that particular crime.

Thus, the ministers will have to deal with these problems in their government. Which resulted in them not caring for the welfare of their people. With no proper laws implemented to control the people, they tend to create chaos in the country. Also, it may be also because that there are some problems in the planning of the election.     I think that since the 2002 conflict, which divided the world's leading cocoa producer, and with the current political dispute, corruption is rife in the Ivory Coast. As corrupted officials will take up this golden opportunity to do whatever they want to while the government's power is mainly being diverted from its duty.

    Singapore's government is comprised of specially selected candidates of high values and morals who dedicated their lives to upholding the good name of Singapore, thus laws are strictly abided here and tight measures have been taken to prevent any corruption in the government from rooting.

    If a new prime minister is elected in Singapore, I guess that the incumbent would most likely cooperate as the ministers in Singapore are all finely refined great people in our eyes and they would not create chaos such as a political dispute, rebllions or riots. Singapore is a country of high order, focusing mainly on peace and harmony, such things rarely ever takes place in this tiny city. As we all know it is peace and harmony within ourselves that pulled Singapore through countless obstacles and is our main foundation of survibal till today. So ,the incumbent would not act so rashly and unreasonably, tarnishing Singapore's positive image in the world, in order to maintain the reputation it has gained worldwide one had previously worked hard to keep it.

    It is playing the role of the middleman between the two opposing forces, trying to make peace between both sides as well as preventing any other furthur unnecessary conflicts such as an impending war, etc. It is currently protecting a hotel in Abidjan that is sheltering Alassane Ouattara, the man recognised internationally as the new president.

    It will most probably aid in the peace talks and in providing a blockade to try to end the crisis.

    In my personal opinions, I do not think that the blockade will last for long in the long run. Firstly because both parties might have come to a peace negotiation faster than we all expected and therefore, the need for a blockade between both sides is no longer essential, breaking up. Second, both sides might have decided to wage a war, hence, the blockade seperating both ends will get hit hard as it is in the centre of the war, probably demolished by the third wave or so, unable to keep out both parties. The second reason seems to have a higher chance of happening as with the current state with neither side showing any signs of backing down and a rise in tension, a peace negotiation is quite impossible to reach.

    7.Do you think the internationally recognised President Alassane Ouattara will ever gain control of the country? Why?
    Yes, I think the internationally recognised President Alassane Ouattara will gain control of the country at the very end of this ordeal, provided nothing unexpected unfolds in the time to come. I feel that way because he is the internationally recognised President, thus, gaining support from the rest of the worlds as the newly elected President. Whereas, Incumbent President Laurent Gbagbo has only the support of those few who wish to follow him, and in addition, he is in the wrong as he refused to cede power and relinquish his position. Therefore, I think that President Alassane Ouattara will assume his rightful satus from the start in no time. The good always truimph over evil.:)
